IFB Seoul’s ESG Policy Recommendations to the Next President of South Korea

Report Message: ESG is Critical for South Korea's Competitiveness and Social Inclusion

IFB Seoul is pleased to share the preliminary ESG policy recommendations to the next President of South Korea. A group of leaders from the private sector, public sector, academia, and civil society met from May to December of 2021 to develop these recommendations. This working group was chaired by Congressman Jung-hun Cho (Transition Korea Party) and President Jinho Chung (The Wells Investment). Secretariat support was provided by the Asia Foundation and the Merry Year Social Company (MYSC).

South Korea enters 2022 with the prospect of economic growth in the era of living with Covid, led by strong exports in semiconductors. While some larger firms are doing relatively well, the environmental, social, and governance (ESG) prospects are less clear. There is a persistent perception that many in South Korea are being left behind, including non-export sectors, young people with less access for upward mobility, small and medium businesses, migrants, and other vulnerable groups. In the environment area, while many policy announcements have been made, Korea continue to live with unhealthy air, and criticisms that its climate aspirations are failing to live up to real results. ESG could be a once-in-a-generation opportunity to address social and environmental challenges, but “greenwashing” (using ESG for marketing rather than real social impact) and lack of regulatory clarity remain key barriers. Compounding the confusion is the proliferation of ESG standards, with more than 600 practiced in Korea.

This month, the IFB Seoul Policy Working Group will present the preliminary policy recommendations to the next South Korean administration.  The main goal of the meeting is to gather the feedback and inputs from the IFB Seoul community. The final report is expected to be presented to the National Assembly and key members in the next administration.

 

ABOUT OUR SPEAKERS

Man-Yeon Choi, BlackRock Korea

MY Choi, Managing Director, is the Country Head of BlackRock Korea. Mr. Choi is responsible for overseeing and leading BlackRock Korea’s business and driving its local market strategy across all client groups. MY Choi has 31 years of local and international investment and sales industry experience as well as institutional sales expertise. Before joining BlackRock in 2014, he was the Head of Distribution at Schroders, where he was in charge of the entire distribution department including retail sales, institutional sales, product and marketing strategy for 14 years. Prior to that, he spent more than 15 years with Korea Investment Trust Company (KITC) where he assumed a number of different roles including global investment, portfolio management, research and sales in Korea and in the US. 

 

Jie-Ae Sohn, Ewha Woman's University

Jie-ae Sohn is an invited professor at the Graduate School of International Studies at Ewha Womans University, focusing on international communications. Jie-ae spent 15 years from 1995 to 2010 as CNN’s bureau chief and correspondent based in Seoul. She then joined the South Korean government, serving as the spokesperson of the Presidential Committee for the Seoul G20 Summit in 2010 and then the Presidential Secretary of the Office of Overseas Public Relations. She was also the President/CEO of the Korea International Broadcasting Foundation, which runs Korea’s only English-language broadcasting station, Arirang TV and Radio. 

 

Kwang Kim, The Asia Foundation

Kwang Kim is the Korea Country Representative at The Asia Foundation and founder of Impact for Breakfast Seoul. Previously, he was the regional lead for International Finance Corporation (the private sector arm of the World Bank Group) in its Sustainable Business Advisory Services in Latin America & the Caribbean, as well as other partners, in de-risking investments, impact investment, and mainstreaming Environmental Social Governance (ESG) through advisory services.

 

Thae Khwarg, S&L Partners

Thae Khwarg is a Senior U.S. Attorney at S&L Partners and an International Arbitrator with KCAB International. While he practices general corporate law his expertise lies in governance issues. He combines legal knowledge and many years of investment experience. Thae started his legal practice at Coudert Brothers in New York. For five years he advised multinational companies on their syndicated loans, joint ventures as well as mergers and acquisitions. After that he headed up the research department of Baring Securities and thereby contributed to the development of the Korean capital market. He then set up an asset management company called Asset Korea and grew its assets under management to Won 11 trillion over a 25-year period. Asset Korea later became Baring Asset Management Korea.

 

John Park, Baring Asset Management Korea

John Park is a Representative Director at Baring Asset Management Korea Limited. Based in Seoul, John leads the overall investment units, including equities, fixed income, investment solutions and product structuring. John rejoined Barings in 2004 as the Head of the Investment Strategy team and was promoted to Chief Investment Officer in July 2008. In February 2020, he was appointed to Representative Director. Prior to rejoining Barings, John was an Investment Analyst on the Equity team at Deutsche Asset Management Korea. He joined Barings in 2000 from SEI Investments, where he was an Investment Analyst on the Asset Allocation team. Prior to that, John worked as a Research Manager in the International Business Division at the Korea Investment Trust Co. (KITC), Ltd, Korea. At KITC, he was responsible for research on international financial markets. 

 

Jeongtae Kim, Merry Year Social Company (MYSC)

Jeongtae Kim is a social entrepreneur and impact investor who currently serves since 2014 as CEO/President at Merry Year Social Company, the first social innovation consultancy in Korea. He is also a global development fellow of The Asia Foundation. Prior to this, he worked at UN Project Office on Governance under the UN Secretariat with 5 years experience on the theme of good governance, ICT/mobile-governance, and capacity development.

 

Jinho Chung, The Wells Investment

Jinho Chung is the Chairman and CEO of The Wells Investment and has been a CEO of Global IB and asset management, including Prudential Investment & Securities and Asset Korea for the past 35 years. He is seeking for 'the servant leadership' by helping people to maximize their intrinsic motivation in the financial market and is currently running 'Korea Impact Fund,' a leading social entrepreneurship fund in Asia.

대한민국의 새로운 정권을 위한 IFB Seoul 의 ESG 정책 제안

IFB Seoul은 새롭게 선출된 대통령에게 제안할 ESG 정책 초안을 공유할 수 있게 되어 대단히 기쁘게 생각합니다. 본 정책 제안서는 지난 5월부터 12월까지 민간 및 공공 부문, 학계, 그리고 시민사회의 주요 리더들이 한 곳에 모여 논의된 내용을 기반으로 구상되었습니다. 본 실무회의는 시대전환당의 조정훈 국회의원 님과 더웰스인베스트먼트의 정진호 회장 님 (더웰스인베스트먼트)이 의장을 맡아주셨으며, 아시아재단과 MYSC 가 사무국 역할을 수행하였습니다.

대한민국은 2022년에 들어서며, 반도체 수출의 약세 등을 중심으로 코로나-19 시대 속 경제 성장을 기대하고 있습니다. 비록 큰 규모의 기업들은 좋은 경제 성과를 보이고 있으나, ESG 분야로 알려진 환경, 사회, 그리고 가버넌스 측면에서의 성과에 대해서는 아직 불분명한 것이 현실입니다. 비수출 산업, 계층 이동이 어려운 청년들, 중소기업, 이민자, 취약 계층 등 사회적으로 뒤쳐져 있는 많은 사람들이 대한민국에 존재하고 있다는 인식이 여전히 국내에서는 강하게 자리잡고 있습니다. 환경의 측면에 있어서는 비록 많은 정책들이 새롭게 공표되었으나, 대한민국은 여전히 유해한 공기에 노출되어 있으며, 환경 개선 목표가 실제 성과로 이어지지 않는다는 비판을 받고 있습니다. 한편, ESG는 이와 같은 사회 / 환경적 문제들을 극복할 수 있는 중요한 기회가 될 수 있으나, ‘그린 워싱’ (Green Washing: 실제로는 친환경적이지 않지만 마치 친환경적인 것처럼 홍보하는 '위장환경주의')과 불분명한 관련 규제들이 여전히 주요 과제들로 남아있습니다. 그리고 국내에서만 600개 이상이 존재하는 수 많은 ESG 기준들은 이와 관련된 혼선을 더욱 악화하고 있습니다.

이번 세션에서는 IFB Seoul 정책실무단이 다음 대한민국 정권에 공유할 정책제안서 초안을 발표할 예정입니다. 본 세션의 주요 목표는 IFB Seoul 커뮤니티의 피드백과 의견을 수렴하고, 이를 반영한 최종본을 대한민국 국회 및 주요 정부 관계자들에게 발표하는 것입니다.

 

연사 소개

최만연 (블랙록 코리아, 대표)

블랙록 코리아의 최만연 대표는 블랙록의 한국 사업 전반을 감독 및 지휘하고 모든 사업 그룹에 걸친 한국 시장 전략의 이행을 담당하고 있습니다. 블랙록에 합류하기 전, 최 대표는 슈로더투자신탁운용에서 한국 세일즈 총괄을 역임했으며 한국투자신탁에서 15년간 한국과 미국에서 글로벌 투자, 포트폴리오 운용, 리서치 및 세일즈 등 다양한 업무를 수행한 바 있습니다.

 

손지애 (이화여자대학교, 겸임교수)

손지애 교수는 이화여자대학교 국제대학원 초빙교수로서 국제 커뮤니케이션 전문가입니다. 손지애 교수는 1995년부터 2010년까지 CNN 서울지국장 및 특파원으로 15년간 재직했습니다. 손교수는 2010년 서울에서 개최된 G20 정상회의 준비위원회 대변인을 맡았으며, 이후 대통령실 해외홍보비서관으로 활동하였습니다. 또한 한국의 유일한 영어 방송국인 아리랑 TV와 라디오를 운영하는 국제방송교류재단의 사장을 역임하였습니다.

 

김광욱 (아시아재단, 한국지부 대표)

김광욱 대표는 아시아재단 한국지부 대표이자 Impact for Breakfast Seoul의 창립자입니다. 이전에 그는 세계은행 그룹의 민간부문 투자를 다루는 세계은행 그룹 국제금융공사(International Finance Corporation)에서 라틴 아메리카 카리브해 지역의 지속가능 비즈니스 자문 서비스 리더를 역임하였으며, 자문을 통해 투자위험 경감, 임팩트 투자, ESG 주류화 등의 역할을 했습니다.

 

곽태선 (에스엔엘파트너스, 선임미국변호사)

곽태선 선임미국변호사는 에스앤엘파트너스에서 일반 기업법무를 하면서 대한상사중재원 국제중재센터 국제중재인으로 활동하고 있습니다. 곽 변호사는 법률 지식과 오랜 투자 경험을 겸비하고 있는 지배구조 전문가입니다. 곽 변호사는 뉴욕 소재 국제법률사무소인 Coudert Brothers에서 5년간 다국적 기업들의 차관, 합작투자, M&A 거래에 관하여 자문했습니다. 그 후 베어링증권에서 조사부장 겸 부지점장으로 한국 자본시장의 국제화에 기여했습니다. 곽 변호사는 에셋코리아(현 베어링자산운용)을 파트너쉽으로 설립하고 25년 동안 자산운용 규모를 11조원까지 키웠습니다.

 

박종학 (베어링자산운용 코리아, 대표)

박종학 대표는 베어링자산운용 코리아의 대표로, 주식, 채권, 투자 솔루션, 투자 상품 구성 등을 다루는 투자 부서의 전반적인 활동을 이끌고 있습니다. 박 대표는 2004년, 투자전략팀장으로 베어링자산운용에 재합류하여 2008년 7월에 최고운용책임자 (CIO: Chief Investment Officer)로, 그리고 2020년 2월에 대표로 승진하였습니다. 박 대표는 SEI 인베스트먼트의 자산배분팀에서 투자 애널리스트로 활동하다 2000년 베어링자산운용에 입사하였으며, 그 이전에는 한국투자증권의 국제사업부에서 근무하며 국제 금융 시장에 대한 리서치를 담당하였습니다.

 

김정태 (엠와이소셜컴퍼니(MYSC), 대표)

김정태 대표는 2014년부터 엠와이소셜컴퍼니(MYSC) 대표를 맡고 있으며 사회혁신 및 임팩트투자 분야에 집중하고 있습니다. 아시아재단 글로벌 개발 펠로우이며 과거 5년간 유엔사무국 산하 유엔거버넌스센터에서 개도국의 굿거버넌스, 전자정부, 공무원의 역량강화 프로그램의 기획과 실행에 참여했습니다.

 

정진호 (더웰스인베스트먼트, 회장)

더웰스인베스트먼트의 정진호 회장은 지난 35년간 미국 푸르덴셜투자증권, 에셋코리아, 노무라 증권 등 글로벌 IB의 CEO로 다양한 자산운용 및 국제 금융 전문가로 활약한 경력을 가지고 있습니다. 현재 그는 더웰스 그룹에서 벤처, 사모투자, 소셜임팩트와 관련된 사업을 경영하면서 ‘기업의 가치 경영’의 실천가로서 ‘Korea Impact Fund’의 대표 펀드 매니저로 활동하고 있습니다.
