Can Public Policy Unlock Korea’s Growth Potential in Sustainable Finance?

Interest in sustainable finance is growing worldwide, reaching $40 trillion in ESG investments and $750 billion in impact investment market size. 2021 may be a potential turning point year for Asia in Sustainable finance. However, Korea and East Asia remain significantly behind, both in terms of investment flows and Assets Under Management, compared to Europe and North America, Latin America and Africa. For Korea, this is a major gap (and opportunity) to grow the mobilization of responsible capital that (a) increases the flow of global capital to Korea, (b) co-investment opportunities in Korea and Asia, and (c) addressing key social and environment challenges facing Korea and the rest of Asia through Korean co-financing and expertise.

A recent study by The Asia Foundation, with inputs from IFB Seoul members, identified three key challenges in Korea’s sustainable finance landscape:

   1. Mainstreaming sustainable finance to the rest of the Korean economy

   2. Addressing inequality and social inclusion through sustainable finance

   3. Opportunities for regional and global linkages of Korean sustainable investment to Asia (e.g. co-investments), a one trillion gap to finance under-served enterprises, affecting two billion people

This month, to discuss the above challenges with implications to public policy, IFB Seoul welcomes Congressman Jung-Hun Cho (Member of National Assembly), President Jinho Chung (The Wells Investment), Mr. Sameer Goyal (World Bank Group), and Representative John Park (Barings Asset Management Korea)  to discuss key policy barriers – and an agenda for action - to unlock growth through sustainable finance, first in Korea, and then to Asia.

 

ABOUT OUR SPEAKERS

Congressman Jung-Hun Cho, National Assembly

Mr. Jung Hun Cho is currently a member of the National Assembly of Republic of Korea. He recently co-founded Transition Korea, a neither conservative nor progressive but rather allegedly pragmatic political party. Prior to his political career, he worked as a member of the Presidential Committee on Northern Economic Cooperation of Republic of Korea. Earlier, he was a professor at Graduate School of International Studies at Ajou University, Korea. Mr. Cho worked at the World Bank Palestine branch and helped a negotiation between Palestine and Israel and Cho worked under the Technical Advisory Team of the World Bank where he worked as a part of negotiations for Kosovo independence and fiscal decentralization from Serbia. He earned his B.A. in Business Administration at Yonsei University, Korea and M.A. in International Development at John F. Kennedy School of Government.

 

President Jinho Chung, The Wells Investment

Jinho Chung is the Chairman and CEO of The Wells Investment and has been a CEO of Global IB and asset management, including Prudential Investment & Securities and Asset Korea for the past 35 years. He is seeking for 'the servant leadership' by helping people to maximize their intrinsic motivation in the financial market and is currently running 'Korea Impact Fund,' a leading social entrepreneurship fund in Asia.

 

Mr. Sameer Goyal, World Bank Group

Mr. Goyal is currently Program Manager for the Seoul Center for Financial Sector Development located in the World Bank Group Korea Office. He moved to Seoul Center in mid-2015 to establish its physical presence in Korea in partnership with the Korean Government and financial sector related institutions. Mr. Goyal leads the Seoul Center partnership between Finance, Competitiveness, and Innovation Global Practice and Korean financial sector counterparts to support delivery of World Bank Group country programs and operations by leveraging Korean partner funding, expertise and experience. Prior to joining the Korea office, he led the Finance and Markets engagement in Vietnam. He resided in Vietnam from 2009-2014 and led/ participated in several World Bank Group operations relating to financial sector and private sector development in Vietnam.

 

Representative John Park, Baring Asset Management Korea Ltd.

John Park is a Representative Director at Baring Asset Management Korea Limited. Based in Seoul, John leads the overall investment units, including equities, fixed income, investment solutions and product structuring. John rejoined Barings in 2004 as the Head of the Investment Strategy team and was promoted to Chief Investment Officer in July 2008. In February 2020, he was appointed to Representative Director. Prior to rejoining Barings, John was an Investment Analyst on the Equity team at Deutsche Asset Management Korea. He joined Barings in 2000 from SEI Investments, where he was an Investment Analyst on the Asset Allocation team. Prior to that, John worked as a Research Manager in the International Business Division at the Korea Investment Trust Co. (KITC), Ltd, Korea. At KITC, he was responsible for research on international financial markets. John holds a B.A. degree in Economics from Sogang University, Korea, an M.B.A. degree from Krannert Graduate School of Management and an M.S. in Statistics with a specialization in Computational Finance from Purdue University. John holds a Ph.D. in Investment Information Engineering from Yonsei University in Seoul, Korea and is a member of the CFA Institute.

Kwang Kim is the Korea Country Representative at The Asia Foundation and founder of Impact for Breakfast Seoul. Previously, he was the regional lead for International Finance Corporation (the private sector arm of the World Bank Group) in its Sustainable Business Advisory Services in Latin America & the Caribbean, as well as other partners, in de-risking investments, impact investment, and mainstreaming Environmental Social Governance (ESG) through advisory services. Kwang also served in advisory roles to the governments of Panama and the United Arab Emirates (UAE) on economic diversification strategies. In South Asia, he advised the public and private sectors on strengthening the competitiveness of the mining, tourism, and agribusiness sectors in the tribal areas of Pakistan. Kim currently serves on the board of Conservatorio Urban Innovation, co-authoring an Oxford University case study on urban revitalization models. He has adjunct faculty appointments with Georgetown University’s Landagger Program in International Business Diplomacy, and with Hanyang University School of Business.

 

Jeongtae Kim is a social entrepreneur and impact investor who currently serves since 2014 as CEO/President at Merry Year Social Company, the first social innovation consultancy in Korea. He is also a global development fellow of The Asia Foundation. Prior to this, he worked at UN Project Office on Governance under the UN Secretariat with 5 years experience on the theme of good governance, ICT/mobile-governance, and capacity development. He studied History at Korea University, then earned a master of International Organizations at the Graduate School of International Studies of Korea University, followed by Master of Social Entrepreneurship at the Hult International Business School in London, UK.  He himself is a serial entrepreneur and founded Books International, a UNESCO-certified project developing and sending children books around the world. Among his 12 books are a national best seller 'It is Your Story that Wins' and 'How to Become a Social Innovator.'

지속가능금융에 대한 관심은 전세계적으로 증가하고 있습니다. ESG 투자는 40조 달러, 임팩트 투자는 7,500억 달러의 시장규모를 나타냅니다. 2021년은 잠재적으로, 아시아의 지속가능 금융 부문에 있어 큰 전환점이 될 수 있습니다. 그러나 한국과 동아시아는 유럽, 북미, 중남미, 그리고 아프리카에 비해 투자 흐름과 운용자산 규모에 있어 저조한 양상을 보입니다. 한국의 경우, 글로벌 자본의 한국 유입; 한국과 아시아 내 공동 투자 기회; 한국과 아시아가 직면하고 있는 주요 사회 및 환경문제 해결을 위한 한국의 공동 투자 및 전문성 활용, 이 세가지를 증진 시킬 수 있는 ‘선한 자본’ 동원에 있어서 상당한 격차(동시에 기회 요소)를 보이고 있습니다:

이번 IFB 서울 모임은 공공정책에 대한 함의와 함께, 앞서 언급된 도전과제들에 대해 논의하고자 특별히 조정훈 국회의원, 더 웰스 인베스트먼트의 정진호 의장, 세계은행의 Sameer Goyal 매니저, 그리고 베어링자산운용의 John Park 대표를 초청하였습니다. 한국과 아시아 내 지속가능금융의 성장 잠재력을 깨우기 위한 주요 정책 과제와 이를 위한 실천 의제가 논의될 예정입니다.

 

연사 소개

조정훈 국회의원

조정훈 의원은 대한민국 21대 국회의원으로, 실용주의 정당으로 알려진 ‘시대전환’을 창당하였습니다. 조의원은 정치에 입문하기 전, 정부 북방경제협력위원회 민간위원 및 아주대학교 국제대학원의 초빙 교수로 활동하였습니다. 또한, 세계은행에서 근무하며 이스라엘 정부와 팔레스타인 자치정부 간 실무적 협상을 돕고, 코소보의 세르비아 독립 및 분할에 관한 국제 협상에 참여한 바 있습니다. 조정훈 의원은 연세대학교 경영학부를 졸업하고, 하버드대학교 케네디 행정대학원에서 국제 개발 석사 학위를 받았습니다.  

 

정진호 회장, 더웰스인베스트먼트

더웰스인베스트먼트의 정진호 회장은 지난 35년간 미국 푸르덴셜투자증권, 에셋코리아, 노무라 증권 등 글로벌 IB의 CEO로 다양한 자산운용 및 국제 금융 전문가로 활약한 경력을 가지고 있습니다. 현재 그는 더웰스 그룹에서 벤처, 사모투자, 소셜임팩트와 관련된 사업을 경영하면서 ‘기업의 가치 경영’의 실천가로서 ‘Korea Impact Fund’의 대표 펀드 매니저로 활동하고 있습니다.

 

Sameer Goyal, 세계은행

Sameer Goyal 은 세계은행 한국 사무소 ‘서울 금융부문개발센터’의 프로그램 매니저입니다. 2015년 중반, 한국 정부 및 금융 부문 기관들과의 효과적인 협력을 위해 서울 센터로 옮긴 이후 세계은행의 FCI Global Practice (Finance, Competitiveness & Innovation)와 한국의 금융 카운터파트 간의 파트너십 구축 및 강화를 이끌며 한국의 자금과 전문성, 그리고 경험을 활용한 세계은행의 국가별 사업 지원 방안을 꾀하고 있습니다. 그는 한국 사무소로 이전하기 전, 베트남 사무소에서 금융 및 시장 활성화 사업들을 담당하였고, 2009년에서 2014년까지 베트남에서 세계은행의 금융 및 민간 부문 개발 사업에 참여한 바 있습니다.

 

John Park, 베어링자산운용 코리아

John Park 대표는 베어링자산운용 코리아의 대표로, 주식, 채권, 투자 솔루션, 투자 상품 구성 등을 다루는 투자 부서의 전반적인 활동을 이끌고 있습니다. 박 대표는 2004년, 투자전략팀장으로 베어링자산운용에 재합류하여 2008년 7월에 최고운용책임자 (CIO: Chief Investment Officer)로, 그리고 2020년 2월에 대표로 승진하였습니다. 박 대표는 SEI 인베스트먼트의 자산배분팀에서 투자 애널리스트로 활동하다 2000년 베어링자산운용에 입사하였으며, 그 이전에는 한국투자증권의 국제사업부에서 근무하며 국제 금융 시장에 대한 리서치를 담당하였습니다. 박 대표는 서강대학교에서 경제학 학사를, 크랜너트 경영대학원에서 MBA를, 그리고 퍼듀대학교에서 전산금융학 전공으로 통계학 석사를 취득하였습니다. 그는 또한 연세대학교에서 투자정보공학 박사 학위를 취득하였으며, 현재 CFA Institute 회원으로 활동하고 있습니다.
